I love this product! I own it myself. It's neither a lotion or face wash. It's a toner. A toner is used after your cleanser and before your moisturizer. It's used to minimize your pores and clean off that excess dirt your cleanser didn't get. It has a consistency of nail polish remover and you use it by putting some on a cotton ball and wiping your face with it. Hope that helps!
